
Regulation on fragrance ingredients
The European Union strictly regulates the composition of perfumes to ensure consumer safety. The IFRA (International Fragrance Association) regularly issues recommendations on the use of certain raw materials, based on scientific studies conducted by an independent body: the RIFM (Research Institute for Fragrance Materials).
In July 2023, the EU updated cosmetic regulation no. 1223/2009 (via regulation 2023/1545) expanding the list of declarable fragrance allergens from 26 à 80. These substances must now be listed on the label when they exceed specific thresholds in the formula:
- 0.001% in leave-on products (perfume, cream, etc.)
- 0.01% in rinse-off products (shampoo, shower gel, etc.)
This expanded list includes both synthetic molecules and many natural compounds found in essential oils such as lemon, lavender, patchouli, and geranium.
There are generally three levels of allergenic potential: high, medium, and low. This does not mean that these substances are dangerous in themselves, but that they may trigger reactions in certain sensitive individuals.
