Regulations on perfume ingredients

The European Union strictly regulates the composition of perfumes to ensure consumer safety. The IFRA (International Fragrance Association) regularly publishes recommendations on the use of certain raw materials, based on scientific studies conducted by an independent organization: the RIFM (Research Institute for Fragrance Materials).

Since July 2023, Cosmetic Regulation No. 1223/2009 has been amended to increase the number of substances considered potentially allergenic from 26 to 80. These substances must now be mentioned on the label as soon as they exceed certain thresholds in the formula:

  • 0.001% in leave-in products (perfume, cream, etc.)
  • 0.01% in rinse-off products (shampoo, shower gel, etc.)

This expanded list includes synthetic molecules as well as many natural compounds present in essential oils such as lemon, lavender, patchouli or geranium.

There are generally three levels of allergenic potential: high, intermediate, and low. This does not mean that these substances are inherently dangerous, but that they may trigger reactions in certain sensitive individuals.
